Facilitation by Robert, Matt on Stack, Morgan on minutes and video.

Committee & Working Group Report Backs

Foreclosure Working Group, Cathy - BAM march happened today with 50 from the Bay Area, and only 10 from Occupy Sac. It went very well, and BAM was happy, video coming online soon.
Communications Committee, Kim - Press release went out to the capital Monday to protest the Neo-Nazis, and unfortunately there was a bit of violence. There will be a teach-in on the 5th by an outside group on staying peaceful in such situations. Anti-Monsanto event March 16-17 in Davis, please be there!
Finance Committee, Kim - Should be deciding on bylaw changes tonight.
24 hr WG, Steven - Police are no longer allowing many items to hang around the occupiers. They must be holding any signs there, etc. Sarah has created a signup sheet for people to help out the full timers.
Outreach Committee, Karen - Hoping to get Urban Outreach Working Group signing up for cross pollination with other working groups. Sean Thompson has confirmed to help with the direct action discussion at the Strategy Forum. There will be an extra room there for kids to hang out. Should be space outside for dogs to hang out. If anyone needs a ride there, contact Karen and/or Amy, and try to be at the park by 10am on the 3rd.

Old Business

Finance Committee, Matt - 1. Amend bylaw to require a quorum of 2 of the 3 board members in attendance to make expenditure decisions. 2. New bylaw that agreement of 2/3 of board members is required for expenditures. 3. New bylaw that board members must recuse themselves from decisions if the expenditures are for their own project. - Kim amendment that approved reimbursements for anything must happen within 45 days. Debate between 45 days to reimburse versus to give receipts. Language changed so just the receipts must be submitted within 45 days. Kim offers amendment to add bylaw requiring reimbursements to be for the common good of the group, and not for individuals. It is being tabled until another Finance meeting, which Karen will attend to help. Seems entire set of bylaw changes are being table until agreed upon within Finance Committee.
Tent Action, Robert - On April 7th we want to gather as many tents as we can throughout the day, but break them down for night to have a zero arrest event. Getting closer to locating and getting hands on tents and equipment in storage to start setting up the info booth again daily. Will we be re-occupying on April 7th? Other cities around the country will be re-occupying that day too. Vote 8 to 2. Both votes against were because this issue is on the agenda for discussion during the Strategy Forum, and hoped the vote could wait until after the forum. Robert clarified that this is not a decision for 24 hour occupation, just a day-time event on the 7th to show the city we're still here and organized. After this clarification, the vote was unanimous.
