COMMITTEE & WORKING GROUP REPORT BACKS
Action Working Group, Robert - Handed out 500 flyers to students at Sac State, Oak Park barber shop, and other spots...great responses overall, super easy and fun.
24 Hour Working Group, Faygo - Got some more flyers this week and passed them all out. Some new cops have been giving a bit more hassle. One new occupier got some harassment while adjusting. Still need more full-timers for stronger presence.
Finance Committee, Scott - Finance Board is reconstituted, and working to amend bylaws to make processes more transparent and effective. New procedures coming to the GA in a couple weeks, also...monthly budgets. Reminder: if you need more than $100, you must go through the GA.
Foreclosure Working Group, Kathy - San Francisco recorder's office was audited and most of the records have problems. There is a protest at our county recorder's office on March 12 to make it look like a crime scene. We will be having a protest next Tuesday at our county recorder's office. (i hope i got this right)
Outreach Committee, Amy David & Karen - Monsanto protest coming up on March 16 & 17, 6:30AM, 1910 5th St, Davis, CA, http://www.facebook.com/events/374119822615946/. Strategy Forum online discussion has begun via email. The labor council is very accommodating for us. There's lots of interest from old and absent occupier friends in coming back for the Forum. New tentative schedule for the Forum passed out, but it will continue to evolve. Please RSVP to Amy or Karen if you plan to attend. This is a closed event for occupiers only, leave your other affiliations at the door. A more open and educational version will be held on the March 24th. Also a March 1st groups will be heading towards Sacramento to arrive on the 5th. We will be hosting these groups, so please bring any support you can: first aid, info tabling, legal observers, arrestee support. Please let Robert know how you can help. Possibly move one GA to that Monday of action (Mar 5th) so share it with a wider audience.
Communications Committee, Kim - If you have any skills to help out, talk to Kim. We need a full-timer to be in charge of making flyer copies.

NEW BUSINESS
Matt with Finance - 1. Amend bylaw to require a quorum of 2 of the 3 board members in attendance to make expenditure decisions. 2. New bylaw that agreement of 2/3 of board members is required for expenditures. 3. New bylaw that board members must recuse themselves from decisions if the expenditures are for their own project. This new business was passed and will be old business at the next GA.
Kathy with Foreclosure - Needs $184 for 20 signs, 18"x24" saying "Foreclosure Moratorium NOW!" for next week, though they will get reused for future actions too. Need them fast so other fundraising efforts won't come through in time, so requesting to consider as emergency business. This motion was fully passed as an emergency and funded.
Steve - Wants occupations to join April 4th action to protest clear cutting of (specific) forests in California. Held at the Department fo Natural Resources building. Fish & Game isn't doing what they should, and very few species can live in clearcut land. This new business was passed and will be old business at the next GA.
Robert with Action - Tent action, coming back to the park in solidarity with other occupations. Info booth will hopefully come back out daily. On April 7th we want to gather as many tents as we can throughout the day, but break them down for night to have a zero arrest event. Are tents in the park still legal? The should be, but cops have an amount of discretion and we'll need contingency plans. Ideally shooting for 40-50 tents, and we might ask for some money for some tents, and/or maybe make our own with PVC, etc. This new business was passed and will be old business at the next GA.

OLD BUSINESS - None today.

ANNOUNCEMENTS
Ben - Organizing Free Skool Sactown, so please LIKE his Facebook page, http://www.facebook.com/pages/free-skool-sactown/148483961937902. He's also been passing out flyers. Encourages anyone to teach others about anything, this is a decentralized thing to foster grassroots community. Any resources appreciated.
Faygo - Three full times have gone away for about 1.5 weeks, and 24 Hr WG is under-manned.
Dave - Visions Discussion #4 this Saturday at 2pm. Videos of each discussion have been posted on the OS Forum (http://occupysac.com/speak) and on Morgan's [url]WikiWorldOrder.org[/url].
Sarah - Please donate blankets, fruit, snack, showers, laundry, coffee, anything to full timers. Need to really bring presence back in the park. Bring that passion back!
Steven - (Full timer) Day cops say blankets, boxes, and chairs are camping paraphernalia, contradicting the night cops. He's been collecting badge numbers and names of hassling officers.
Nikki - David Tat Chow's farm is being occupied with the help of OS. Him and Rev are planning a free party on the night of March 3rd with music, poetry, fun, awareness, and a bit of education on foreclosures and NDAA. The Farm is on garden highway. Get Tat's number from Nikki.
Ralphie - Going to LCLA meeting at SEIU (13th & S St) tomorrow from 6-7:30pm to help plan the Cesar Chavez march.

What, Where, When, How:

Article 4 Section 5 (Replacing Existing Bylaw) Quorum must be attended by 2/3rds (two-thirds) of the boardmembers before business can be transacted or motions made or passed.

Article 3 Section 3 (New Bylaw) During Finance Committee meetings, including special meetings, at least 2/3rds (two-thirds) of the board and a simple majority of committee members (boardmembers included in the simple majority) is required in voting for approval of expenditures.

Article 3 Section 4 (New Bylaw) Nobody in the Committee and/or Board may vote on matters of their own reimbursements.

What would change & How would the changes help occupy Sacramento:

Bylaws improve the flexibility of the finance committee's ability to operate.
