Minutes of Occupy Sacramento, Nov. 26, 2011
Introduction: hand signals and process explained
Committee and working group report back:
Media, Chris: Ricky has stepped away from media, April and I are following suit. Some issues from people outside committee. Bylaws and resolutions still exist;we will continue working as affinity group. Still want to get content up on site. Problems exist with fundraising.Ricky paying out of pocket for livestream. Still going to be out here, but need to go cover what I want to cover. Stepping away so can have more freedom. Travelling to other occupations, because have to out-reach and help them build up their communications. Affinity is not technically occupying as part of committee structure.
Karen: so have shell without population.
Chris: A lot more healthy for our growth to move outside this formation. Can make connections, etc.
Karen: seems to be part of parcel, but not necessarily, anything that we do can go here there everywhere.
April: It’snot like we would stop doing what we’re doing. We’renot going anywhere. Can’t take all of the responsibility anymore.
Chris: we’re still going to be doing the work.
After the meeting, meet with media group at side of ga.
Chris: still need videographers and editors and graphic design. Give name to Chris.
Finance, Darrell: we’re still broke.
Urban outreach working group: Brother Carter: second week in development. Got a lot of core organizations together. Dec 10, human rights awareness, national action, candlelight vigil about police brutality. Have financial support ready but need to get 501c3 paperwork together.
Facilitators working group: meeting 3 pm Sunday
NVC: teach-in every Sat. at 3.
Education by Laney: t shirts should be on line for next week. Stressful but happening. There is a planned general strike in UK 30th of Nov.
Coordination working groupsby Laney: have member from each committee, except need someone from media.
Agenda motions (old business):
First motion: Resolution to establish official list of grievances by April: This comes from OWS. Want to encourage direction action without having to pass every action through ga. List of grievances thatwe have approved in previous ga’s will be included automatically in this resolution.?: So if not on list would not be included? No, other grievances will be added as proposed and approved by ga. Certain requirements for acceptance are necessary, such as observing tactics of non-violence. ?: Does it have to be about a specific grievance? If want occ sac to recognize then have to be approved by ga, then we’d endorse it.
Specific language of text, provided by Tiffany after meeting:
WHEREAS, The Occupy Sacramento Official List of Grievances (OLG) is a document of items approved by the General Assembly of Occupy Sacramento (OS) for a cause of complaint and protest.
WHEREAS, The GA is a democratic body, which produces shared lines of
thought and action; not approval of the each occupier’s every thought and action.
WHEREAS, The OLG would initially consist of the Occupy Wall Street’s Official List of Grievances. Any individual may propose amendments to the OLG.
WHEREAS, The OLG may not necessarily represent the views and actions of every member of OS since OS is a community of free thinking individuals.
WHEREAS, A person or group of persons who do not agree with a particular
grievance may disapprove of the grievance on behalf of him/her/their-selves but not necessarily on behalf of OS.
WHEREAS, Any person or group of persons may take an action related to any approved grievance, and do so under the umbrella of Occupy Sacramento, Occupy Sacramento neither endorses nor accepts liability for such actions.
WHEREAS, External groups, including but not limited to political parties, unions, political action committees, non-profit organizations, activist movements etc., may act on behalf of one or more items on the OLG adopted by OS but shall not be affiliated with or endorsed by OS. Occupiers may temporarily work with external groups on action(s) for each official grievance but these temporary, working relations do not represent an endorsement of these external groups by OS.
BE IT RESOLVED, the GA shall establish an OLG for OS. Items added to the OLG shall be presented at the GA and adopted to the OLG by a super-majority (as defined by the body) vote of the occupiers at the GA. A person or group of persons may act on behalf of one or more official grievance established by OS through action(s) insofar as his/her/their actions are non-violent, peaceful, and comply with established bylaws and guidelines promulgated by the GA.

Karen: solutions need to be offered as separate motions. Grievances start conversation, then solutions are brought up.
Sean: then we’ll vote on all future OWS resolutions separately? Answer yes.
Motion blocked. April does not accept the friendly amendment by livestream and also makes the point that she interpreted what livestream said as in agreement with her proposal and therefore not in need of being amended to her resolution. 19 for.1 against.Motion passed.
Second motion from man from Washington: I propose that occ sac participate and help to organize rally on Jan 21, 2012, to protest Citizens United. This is the decision that allows corporations to financially support political elections without transparency or limit.
Public Citizen did a teach-in here. Purpose would be to reverse this decision with a constitutional amendment. Public Citizens wants us to participate and help to organize. ?: We’d be working with another outside organization? Don’t think we should join, ought to be our action. Consensus taken,motion passed.
Proposals (new business):
Motion from action working group by Robert: Proposal to add as official grievance the anti-camping city ordinance. The purpose of this goal is to have 24 hour access to this park. Specifically for Cesar Chavez park. Just wants it on Sacramento’s list of grievances. Keep the focus here at home. Can we expand to other parks? Robert’s response – baby steps. Propose other parks specifically. Need to focus on one small victory at a time. Consensus to put on agenda in four days, instead of three because inconvenient for Robert to come in three days.
Announcements:
April: Next week on the 30thKevin Johnson is going to be at Sac State to have a conversation with Richard Penn (sp?). Would anyone like to join me going to that?
One Monday general strike at UCD.ILWU, will be shutting down all ports. In solidarity with longshoremen from Longview, Washington. Oakland ILWU is not officially endorsing.
Chant: The people united, will never be divided, three times.
